Water turned off but meter still running

Jan 10, 2016 · If the bathtub faucet/shower won't shut off the washers inside it are bad. If everything inside the house is off and not running and the meter is still spinning, it's a leak. Most likely, underground in the main line to the house from the meter. In most other places you would see it running. If your meter shut-off is not stopping the water flow, then you will have to get things shut off at the curb; the water company or a licensed plumber can do that. If that stops the flow, then you replace your meter shut off and maybe consider installing a pressure reducer if you say your pressure is too high.
